Yes of course. So imagine being in room for e.g. your bedroom. You just stare at the ceiling. No sound, no cars around, all things that could make sound are off. Complete Silence. I want you to take that atmosphere or the atmosphere you think of, when you think of silence and make it a feature in a game. You could for e.g. make the sounds of the game convey the idea of silence or if you make a platformer with enemies and to defeat the enemies you need to do something that has to do with silence.

Yes, you can. 

You can do what ever you want, I won't restrict anything. If you want to add Controller support you can but there is no need to do so.
